While depopulation led to a decrease in financial means for the affected public administrations, the aging society demands for a change in the public service infrastructure. The needed reforms in both front office and back office often cannot be taken due to the financial situation. One possible way out of this dilemma is focusing on cooperating with other municipalities in order to share costs. Especially Shared Service Centers are a promising approach.
